Community Research Institute Director Named

(July 15, 2013) – Indiana University–Purdue University Fort Wayne (IPFW) is pleased to announce Ellen Cutter will join the university as the new director for the Community Research Institute (CRI). Cutter replaces John Stafford who announced his retirement this past May.

“I am extremely pleased that Ellen is taking the position of the director of the Community Research Institute,” said John Stafford. “Her background in economic development and analysis will be a real asset to IPFW and to northeast Indiana. Ellen’s qualifications make her a great fit for CRI.”

Cutter previously served as a principal and the director of research for Market Street Services, a community, economic, and workforce development consulting firm based in Atlanta, Ga. Her eight-year tenure included strategic planning and technical assistance services in over 20 states and dozens of communities. Prior to Market Street, Ellen was an AmeriCorps volunteer in rural Oregon, serving as the special projects manager for the Port of Cascade Locks.

Cutter is a graduate of Loyola University Chicago and she earned a Master of City and Regional Planning from the Georgia Institute of Technology, with a focus on economic development and land use. She is an AICP certified urban planner and a member of the American Planning Association.

“I’m thrilled to be joining IPFW as the new director of CRI,” said Cutter. “Since relocating to the region two years ago, I have watched the organization’s efforts and I am honored to have John as my predecessor. I very much look forward to building relationships with the region’s business, education, and civic communities and to continue the good work of CRI as a trusted partner for research and strategic planning services.”

Cutter’s first official day is July 22, 2013. Stafford will continue with the Community Research Institute part-time through the end of the year in addition to teaching classes in Urban Policy and Public Finance through fall semester 2013.

The Community Research Institute (CRI) is one of IPFW’s commitments to the growth and development of northeast Indiana. The Institute serves as one of the portals linking the academic expertise at IPFW with the needs of the public and non-profit sectors in northeast Indiana by providing research and analytical support in the areas of socio-economic data, urban planning, municipal finance, public policy, and economic development.

Information is available on CRI’s website (ipfw.edu/cri) on various economic measures regarding the local economy such as employment and income and other area economic data. Also available on the website is access to CRI’s reports, the “TOP 100″ (or major employers) list, and a list of other local and national economic resources. CRI also maintains economic data on the 10-county northeast Indiana region.

  • “The President’s doomsday scenarios are of his own choosing,” Rep. Marlin Stutzman, R-Ind., argued in response to Cutter’s email. “The sequester will cut 2.3 percent, or $85 billion, from the massive $3.55 trillion the federal government is projected to spend this year alone. To put that percentage in perspective, we borrow that much money every 28 days. If the President can’t cut that much, he’ll never cut anything.”
