Segment 3 - Allen County Commissioner Linda Bloom introduces Do It Best COO, Dave Haist at the Maplecrest Road Extension groundbreaking.  The next speaker is Todd Fredrick, Primco owner, who is the contractor on the project.  Commissioner Bloom then adds some comments about the project which are followed by the groundbreaking.
